This method was inspired by IvaPearl?s method which can be found here.
http://www.belltreeforums.com/showthread.php?152911-Foolproof-Cycling-Method

Keep in mind this will be a slower method than IvaPearl?s, but just as effective, and as an added bonus you?ll get lots of weeds, that is of course if you want them! You can do this method with 8 or more villagers.
In order to do this you must be willing to Time Travel!

Warning: I TT with my 3DS clock Not the in game clock so I?m not sure how TT with the in game clock will effect this method.

Setup:

1. If you want weeds make sure you do not have the beautiful town ordinance on, and vice versa for no weeds. Please put any flowers you want to keep away in lockers, your house, or better yet you pockets. They will die without the beautiful ordinance.

2. Find your mover your usual way. Tell them to stay or go.

If you told them to stay: save and quit immediately.
If you told them to go :you can either save and quit and go to the next step, or you can save and quit and then TT to their box date if you wish to try and sell them or give them away. After the villager has been picked up save and quit.

3. Locate an event calendar for animal crossing new leaf or use the one provided below.
http://animal-crossing.com/newleaf/_ui/downloads/Back-to-School-Calendar.pdf

Try to find a week that has no events planned that you would like to cycle within.
I personally chose April 6th- April 12th because I like the cherry blossoms and since I never have to go to the 12th (fishing tournament) it?s still considered and eventless week.

Caution Note: I TT with my 3ds clock only and do not know how this will affect the results with the in game clock.

4. Change your 3ds clock to the first date of the week you chose (Sunday), and advance your current year by one year. Example 4/6/15.

5. Load ACNL (You have a choice here but don?t change your choice. If you choose option A stick with A, if you chose B stick with the B?s etc. You cannot mix and match!!!) In this step the game will pick a mover.

Option A. New save file ( if you were last at 8 villagers you can do the villager rest trick here, or if you just want to make sure all your villagers are here, which they will be)

Option B. Load your mayor

Option C. Load your mayor

6.
Option A. Put your house down with Nook once you?re happy with what you see in town, become a resident, then save and quit. Press A to get to the main screen Load the character you just made (I personally call them Delete). Select I need help first? then Demolish my home, and finally it?s demolition time!

Option B. Immediately Save and quit.

Option C. Run around and see if someone will ping on you. If not, talk to everyone in town at least 5X. (Please have your pockets full of flowers, or something villagers wont want.) Save and quit. Do not change the date, simply go back in and talk to no one unless they ping you. That will be your mover.

If you told them to stay: Continue on step 12.
If you want them to go (void) :Continue on step 12
If you want to sell/ giveaway: Go to their box date, once they're picked up save and quit. Continue on step 12.

7. Option A&B only
Change your 3DS clock and advance it by 1 year, or 1 month whichever you prefer. Example 4/6/16.

8. Load ACNL

9. Choose New Save File (Do not load your mayor or any other existing character or your villager will be gone!!!)

10. When you get off the train check your map. Whoever is missing is your mover. Do not put a house down. Press the Home button and load the 3DS clock.

11.
If you want to keep that villager: Set the date back a month, or a year depending which you chose. Example: 4/6/15. Load the game with your mayor file and run in front of the missing villager to see if they will ping.(Have your pockets full of flowers or something) If they don?t ping talk to them 5X then save and quit. Load the game again (don?t change the date) and run in front of them and they should ping. Tell them to stay then save and quit. Proceed to step12.

If you want them voided:
proceed to step 12.

If you want to give them away/sell: Set your 3DS clock back to the year, or month, but add 5 days to the date. Example 4/11/15 This will put them in boxes. Load your mayor. After the villager has moved out save and quit. Proceed to step 12.

12. Continue with step 4 by advancing you clock 1 year from your current year so my example would now be 4/6/16. Then proceed to steps 5-11. And repeat :)

Cycle:

1. Stop or move someone out, then immediately save and quit.
2. Advance 3DS clock 1 year.
3. Load the game or new save file, remember to stick with the option you chose, you cannot mix and match! (Game picks mover, mover will be in boxes in 5 days)
4. Go back to cycle step 1.

Things to consider:

When you are at 8 villagers it may take two loads to see a plot, even if you pick up a villager from another town. Just know as long as you are at 8 villagers with no plot there will be no mover.
TT backwards in time counts as 1 day forward. Let?s say you just stopped someone from moving out 4/6/21 and wanted to go back to 4/6/14. You could do this by setting your 3ds clock to that date and load your mayor. No one will move out as long as you stopped someone from moving, or someone moved out before you went back and you saved and quit. If you move back in time bc you felt you were too high year wise and still want to cycle you would need to do this:
Date you?re on: 4/6/21
Date you want to go to: 4/6/14 Set 3DS to this date. Load mayor then save and quit immediately. Change your 3DS clock 1 year ahead again. You are now back in the cycle and a mover is set but not in boxes.
Don?t forget you can do the villager reset trick if you have 8 villagers and 3 or fewer characters in town.
Also if you invite a villager say in the year 2021 and you want their move in date to be in 2014, invite them on a day that a villager is in boxes, or a day you told someone to stay. Then change your 3DS clock to the right date and year and use the villager reset trick to place thier plot :)

Theories
Not sure but if you really want weeds you could try TT with a new save file and the 3DS clock maybe 10 years but idk if it would add more weeds or just as much as if you did 1 year.
I hope this help someone, feel free to post your results :)

Ty for the encouragement :) I get scared to that's why I do the new save file, but I did personally do each method before posting. Now I do stop mover, go a year (save and quit) mover is set, then go a year (load new save file) Find mover. Then go back and stop or giveaway. then next load mover is set etc. :) It's nice bc every saved load I have a mover. To me it just seems faster :)

Hi Faerie,

I love this method! I was able to move out multiple villagers very fast and cycle in villagers I wanted. I wish I knew this months ago when I lost a few villagers by TT.

I ran into a slight problem which was completely my fault. When going back in time to get back to 2014, I accidently loaded my Mayor, and a random villager moved in. I then tried a few times to go forward a year but no one is moving. I'm now back to the present and going day by day to see who wants to move. After I tell that villager yes or no, I will continue with this process. I can't believe how fast I was able to move people out. :)

I"m glad I was able to help you out :) Yeah you must have been down to 8 for the villager to move in, unless it was street pass? I have found sometimes(very weird btw) If someone picks up a villager and that puts me down to 8 I will have to go 2 years before I get a mover even if someone moves in, but as long as you just go year by year you should hit the mover every year cycle again by 2 years. Idk why it happens, I just know that when I do trade with those certain few bam it makes me wait 1 extra year till it's year by year. If you're doing it with the new save file and no ones missing obviously the game never set a mover. I appreciate the feedback :)

Yes, I was down to 8. This method works great for cycling in a new villager too because I go forward a year and I am guaranteed a plot to be down every time I reset.

Yeah it's nice plus saves time :)

Just did this method and held someone villager and gave them back in a day and a half :)

It's a really nice method of moving a villager out! I used method B, because I really hate to rely solely on the ping. This way I am sure I don't miss any of my dreamies, who want to move out. Unfortunately it took me 39 tries to get the villager out that I wanted, but at least I also made nearly 4 million bells trough interests.:D
