I watched the Treehouse earlier and one line Aya said struck me as odd. She said : we used to let you drop in a pre-built town in previous games. Now, in New Horizons, you have to build yours from scratch on a deserted island. I'm paraphrasing, so this might not have been her exact words.
I was thinking about it and we could see a few villagers wandering around in the Treehouse footage. We could even see (in the island's minimap and also seen during the segment) that there were other tents on the island, besides the main character. These tents are not other players tents because they do not have the same shape (they are round tents instead of pointy tents like the human player's) as pointed out by Justin in his blog post.
On the other hand, we could see in the trailer shown during the E3 reel, that animal villagers will return with their own house and a few more interactions (like sitting under a tree). It struck me that for the first time, the player will get to choose where to build his neighbors houses. This was not confirmed in any way, at any time, but it's just the logical result from "having to build your village from scratch on a deserted island"
So what if :
Does this makes sense. Am I the only one that thinks that may be how it will work in Animal Crossing: New Horizons?

So what if :
- Freshly arrived villagers settle in your town with their tent;
- If they like your hamlet, they ask for you to build them a house;
- You can then choose if you want to build this newcomer a house or not;
- If you do, they stay in your town;
- If you don't, they'll eventually move out;
- I guess building/crafting will also enable you to customize your town further: you want a coffee shop, a municipal dump or a museum ? Sure, gather the materials and build them;
- So all the shops and service buildings could now lie within your island seemlessly, no need for a separate "shop" section like in New Leaf.
