Maybe the fourty-dozen times it was repeated wasn't enough, People thought the plane hitting the tower was an accident, that is, until the second one hit.

The Police did one hell of a job keeping order, thats correct.
not to mention the people in the towers knew nothing more than "there was a fire", if there's a fire 54 floors above you, you wont exactly be screaming and clawing hand and foot trying to get out.
they didn't know it was a terrorist attack til the second plane hit.

Ever heard of "Being in Shock"? it happens, you could get both your arms sawed off and not feel anything for a lengthy period of time.

Yeah, believe it or not, there is no character development in a documentary... what are you expecting to see? a hollywood edition of the movie? hell no, if you're making a documentary, you're not going to throw in characters to follow, this film is about an event, not a person.
