Err... what's the deal about the IRC Channel?

I'm aware that the site is a forum, not a chat room, but... has it been/is it taken over by the everything animal crossing forums/site/whatever? the topic links to them/that site...

if it's more or less retired, and was popular but is now defunct, and I wasn't around to see it, don't bother replying, but any answers/insight would be appreciated.
