I think it's a hybrid flower so it's not one you can buy - it's created by having a red and white cosmos and watering them Ithink... not sure how rare it is though... http://animalcrossing.wikia.com/wiki/Flower <- this explains it better :3

Hybrids are semi-rare if you aren't working intentionally to get them. Pink cosmos, I've gotten those a lot. Nice job though!

Rarest Hybrid is a Gold Rose, I think. Just because of all the work you have to do to get it.

Actually, the rarest hybrid in City Folk is the White Carnation, since you only get Carnations once a year.

Naturally occurring hybrids are cool. I remember the first time I saw one, I was all "heeeyyy, that looks different."
