Now that you mention it I haven't seen it either. I also checked on the Nintendo Switch App where the Nook Points are suppose to be and so far there is nothing. I am not sure why its not released yet and idk if there was a release date or if they didn't mentioned it.
There is a release date for the Island Tour Creator. The official NA Twitter account said 3/23 (today for those in the US).
Meanwhile the official Japanese article said 3/24 (today for those of us here in Asia/Australia).

So if its launching today why isn't it not showing and well I guess the Nook Points will be released by March 31st since it does say "late March" that seems so weird.
Let's give it a few more hours. It's only past 7PM Pacific Time.
None at all. But from the looks of it, there will be preset layouts and we choose the screenshots to use for our personal ads.

This app creator does it also have the daily check in to earn nookmiles? Or is that something else?
That's different. The other one you're referring to is NookLink. The app within the Nintendo Switch Online smartphone app.
