Is there a certain direction I need to send Gulliver?

Of the newly released villagers, there are two that I'm having difficulty in getting their maps from Gulliver, and they are Astrid and Jacques. I make sure everything I give Gulliver are great and good items, but mostly great. I have attempted several times, I've lost count by now, but he is not giving me any more villager maps. Does anyone know if maybe I need to send him off to a certain direction, and if so which way?

I have heard that North is a good direction to send him, but it's basically random. Maybe someone can confirm this.
