It's been datamined the higher the friendship you have with a villager the less likely they will want to move outwell you did get it figured out, but for future record, I'm pretty positive that friendship level doesn't affect moving chances for new horizones
speaking from experience seeing high friendship villagers ask to move at about the same rate as low friendship ones

if you want to kick out a villager and you are doing the natural process of waiting for them to ask to leave or the time travel method for either of those methods it would be advised to do it with a side character who has neutral friendship with everyone so it evens out the chances of [x] villager moving out
villagers with lower friendship do not necessarily have a higher chance to ask to move out, the game has a different system of asking who should move out as explained in a guide an above user shared
