Small Isabelle, KK Slider and Tom Nook plushes are available for pre-order on the game uk website, set for release on June 26th. Each one costs ?12.99.

These don't appear to be New Horizons exclusive, just imports of the pre-existing Little Buddy branded plushes made for New Leaf. This is good news from people from the UK who find it hard to find local, accessible animal crossing merchandise and might now be able to find it in their nearest GAME store in June!
