Justin, I forgot to ask. I doubt the amiibo cards are region locked but whenever you start your game could you try your Japanese cards and confirm it for everyone? Some people are still skeptical and this could give them peace of mind.

I can confirm they work just fine! Invited Cherry and Yuka over to Goldie's house using imported Japanese cards last night.

My guess for the double packaging in North America has to do with just being super-protective of the Amiibo Cards. Even if that's unnecessary … it was probably a choice made with consideration to shipping and displays (in retail stores).

Another reason is this: The choice for double packaging of these Amiibo Cards in North America may be for making a theft more difficult to pull off successfully.
