Okay, first off, the head is waay too round, it should be slightly pointed at the bottom but not pointed sharp like a knife.
Then, the hair is fine but needs more detail, hair isn't UH, slik and curvy like that.
Then, you could draw some better eyes, THS could help c; { http://http://divi.gxrg.org/android/cute-anime-eyes-tutorial-i13.png }
Then, the neck is too small and the blush is too noticeable. Maybe you could turn down the opacity/density when making blush.
Also, add some shading. Simply use eye dropped on the base color then drag the color slightly darker then color on places such as, hair strands, under the neck, on the face where the bangs are, etc. then, use like watercolor on it for soft shading.
