The most interesting part of Hound00Med's list, for me, are those in Top Tier.
I sense that at least 14 of the 15 individual villagers belong there. But, of course, if one wants to hone in on the order, he/she can talk about whether some moves need to happen. But there can be overtalk; after all, the list gets updated often.
Just to have fun (in a moment of being a devil's advocate), here is alternative ordering of the Top Tier:
I am good with this. Hound00Med does a damn fine job of maintaining "List of Villagers Based on Popularity."

I've seen Ren?e's popularity really jump recently.. There was about 4 giveaways for her and each had at least 2 takers for her.. I've seen her in a few signatures recently too
