Outer Glow, then that one filter that makes everything glow in selectable colors... what's that called? Then you superimosed another image with about 25% opacity. The font is Neverwinter Nights from dafont.com. AMIRITE?

You really know alot aboout CS2. The glow is Neon Glow.
And yeah, its Neverwinter.
