Mystery island villagers

Hey guys, I've been on the desperate hunt for Audie after seeing a decent amount of people find her via mystery islands and it got me thinking, what determines who will appear? Is it actually randomized from all available villagers in the game? Or pulling from a pool of possible villagers (for example, maybe there's actually only 50 specific villagers that can appear instead all 400)? I don't know if I'm over thinking it, but it seems odd to see lots of different people getting similar villagers from a sample size so large. And then there are conditions like what if you have a higher chance of getting a certain personality during a certain time of day or something? Whatever the case, it's hard to find a clear answer and I'd like to hear your thoughts, or if anyone actually has an answer
 
It pulls from all villagers. The reason why people found her so often is because this game in the series has a psuedo-story arc of sorts, where you and Tom Nook are building up this deserted island into something worth calling a paradise. Your first two villagers who come to the island with you are always Uchi and a Jock.

But your next three villagers are always going to be in this order: Lazy, Peppy, Normal. Before this 'phase' of the story, visiting islands will pull from these three personalities, which made Audie fairly more common. Your fifth villager comes from the campsite, and is generally a Smug villager but can be other personalities.

After that, you can get pretty much any villager.
 
I keep getting mystery islands without villagers so it's been a bit of a bummer.

Do you have an open slot? If you don't none will appear, Make sure if you do have an open slot that it doesn't have sold written on the sign either
