Wait so the villager was at your town before? If so did you do 16th cycles otherwise you can not adopt the villager you know it?

No, my friend had Canberra. I went to collect her and my friend saved the game and cut the wifi. By cutting the wifi, even after saving, it hadn't registered as me collecting Canberra, so neither of us had her.
