When Nintendo doesn't send out anything new with their letters, then it isn't classified as DLC. Nintendo can still send out letters to us without any new items. They do it for Wild World, so this is just another form of communication Nintendo sends us, just with in-game items. It's not laziness, it's another feature they ported over.
