..no longer perfect?

I remember about a month ago my town got perfect town rating, but sometime ago, the rating started to decrease, and today my rating was down to an average rating...is there something I'm doing wrong? Here are some things what I believe may have caused this

Planting alot of flowers, trees, and bamboo

Time Traveling

Cutting trees down (Albeit done so to replace regular trees with fruit trees)

...Isabelle also mentioned not having enough public work projects even though I have several. Anyone know what may of had happened?

You have to have a certain amount of PWPs to get Perfect Town. You obviously got rid of one or something, if that's what Isabelle is saying.

Well, I got rid of a Illuminated Tree after reading that Illumined items might be bad, and replaced with a statue. I'm also having a drinking fountain built, you may be right.

 

[Paradise city]

I had a perfect town then all of a sudden it was full of rubbish according to Isabelle. I worked out it was the baskets of fruit I had displayed around my mayor tree...looked cute I thought, all in cute little baskets. As soon as I picked them up, the next day I had Perfect town status back. BTW, I have the illuminated clock and I have PTown

I see....my problem could also be the bamboo that failed to grow
