many people said they hated ACCF and they never tell why. So l wonder why was that game always the lowest rating? I never was able to finish my city in that game but it was fun for me.

There are a few design choices that make it comparably more tedious than the other games. Grass deterioration is particularly miserable and annoying, for example, even though that mechanic was later refined in later games. But even if you're able to look past that, the main problem is that it just isn't substantially different enough from the previous games. Of all of the games, City Folk does the least to expand on the formula established in previous titles. The problem with City Folk is less that it's bad so much as there's simply no reason to buy it if you have any of the previous games, and no reason to go back to it if you have any of the games that came after it. It's not a bad game, so much as a very stale one.

I do have a problem with that but l got used to it. I did have played ACWW and ACNL before City Folk and from the beginning it did felt kinda sad first playing the game just not a lot to do, so I guess I should realized that could have been the problem.

I think it’s a mix of the above and the fact that it’s basically WW 2.0. It has a soft spot in my heart because that was my first AC game, however.

Definitely the grass deterioration was a major annoyance to the game. Perhaps it just didn't bring enough new stuff to the game to make it anything special about it.

Probably because it wasn’t that different from Wild World. Me personally never played City Folk but it looks so much cuter than Wild World.
