Ninji has stated some findings on Twitter.

* When there is a fish/bug competition, K.K. will now visit Sunday rather than Friday

* Sahara, Kicks, and Leif are no longer guaranteed each week.

* you are guaranteed a visit from an NPC next week if you didn't get them this week.

This is so nice! That pretty much means that people no longer have to wait ages for Redd to show up. He's now guaranteed to show up every 2 weeks, along with all the other NPCs.

i like the kk change since only daisy-mae comes in sunay, actually they should always put both of them on the same day.

It's an amazing change a lot of us have been asking for. Pre 1.3 Those 3 NPCs mentions were guaranteed 1x per week. This hogged the spawn of others, and was a waste since Sahara and Kicks aren't useful enough to warrant the frequency, and Leif starts to become useless after about a month when you finally have all the shrubs and flowers you could want.

Showing up 1x per week meant you could only only get 2 of the others per week, and based on the RGN, that made getting Redd or others extremely rare.

Making that change, along with making NPCs guaranteed at least 1x every 2 weeks makes things so much better.

Correct me if I'm wrong, but Celeste will certainly appear on heavy shower days and some light shower days? I haven't seen her on my island in a while and I've had a heavy shower since then with no Celeste

She may not appear on heavy shower days. It's possible you had a light shower and she appeared then. (Going off MeteoNook Q&A)

I think as of v3, her visit is suppose to happen during a heavy shower, if a light and heavy fall within the same week.

Respectfully, I think you are misunderstanding it. You will now have lief, Sahara, and kicks guaranteed once every 2 weeks instead of every week, but redd, flick, CJ, Gulliver, Label, and anyone else I’m forgetting will now also be guaranteed once every two weeks, instead of potentially not appearing for weeks.
