Obtaining villager photos/getting them to move

What is the current working method for obtaining villager photos? I have been giving Etoile 3 wrapped orange pumpkins or 3 wrapped non native fruits(not counting coconuts). She asked me a while ago to make a greeting for us so I know my friendship level is high enough but she won't give me her photo. I know this is still random and can take a long time I just wanna make sure I am using the correct method and not wasting time.
Also I am trying to get Merry to move(of course everyone else will get the bubble but not her). I have read that a lower friendship level will make her more likely to leave. I have also read that you can reduce friendship by leaving trash/weeds outside the villagers house and also wacking them with the net and not talking to them. I have also read that none of this works. Is there anything I can do to help push her to move or I just have to keep hoping for a miracle? Thanks

Ouch, poor Merry. lol She's my favorite.

But yeah, those "tricks" you mentioned have been claimed to be false rumors; whacking poor Merry won't get her to move, at all. The only known methods I know is time-traveling 'till you get a bubble, and then resetting the game immediately when you find someone moving out till the bubble floats to Merry. Not time-traveling also works... just takes an awful amount of time (15 days in real time or more).
 
The only proven ways to reduce friendship points is to:
  • continuously push them aside until they get mad
  • hit them with a net until they get mad
Everything else have no effect.

The fastest way to earn photos is to keep giving them gift-wrapped items that sells for 750 bells and above. One perfect item to give is the giant clam (sells for 900). Or a stack of 3 pumpkins (sells for 1,050 total). These things don't affect their houses.

Like others have said, those negative actions (net hitting, surrounding their house with trash) don't result in a faster move bubble.

What works consistently for me but this is no way 100% fool proof method however, just from personal experience:
*Keep giving them wrapped 3 non-native fruits and talk to them several times in a row daily. Do their errands, give them meds if they're sick, play the treasure hunts, etc.

I know friends who give them wrapped fossils, but I'm personally too paranoid in case the devs decided one update will make the villagers display them in their house lol. I ruined many houses in NL w/ the fossils, so def not doing that in NH.

The main thing in ac games has been our connection to the villagers. Just like NL had the friendship ladder and it's usually our faves were the ones who kept asking to leave, I find it's the same so far for me in NH. The higher the friendship level, the more chances it seems that villagers will have thought bubbles, whether for moving or another request.

So even if you dislike them, just keep on gifting and talking to them!
