Only certain villagers show up in plaza?

The villagers I don't really care for are always in my main street/plaza, but the ones I adored, or gave to friends just don't show up. Why is that?

They will show up at some point, as more people in your town move out

They show up in the order they moved out in. Nothing to do with how much you liked them or not. If you move out some other villagers, you will probably see them soon.
