Something seems off about her proportions. I see movements in the line's skirt but it lacks lines to define them on the skirt. Breast at her right isn't drawn so the pink fills all the little space.
About the light, you have to decide where is your light source. It will define where are the bright spots, and where are the shadows
Her skirt looks very stiff, and It kinda looks like she's wearing a shower cap. Maybe a different shade of blue for the skirt or hair.

Remember to consider body joints in the arms, legs and waist. This applies for all forums of art whether is realistic, doodles, anime, etc. Every time you draw, ask yourself "How would this look if this person was in front of me in real life? Does she look normal? Are her joints in the right spot?" It's sort of like comparing the drawing to an actual person. If you answer "No" for any of those questions, consider going back and fixing them. Tutorials can help as well, DeviantART has a lot of generous users who put together a lot of tutorials. Also, try adding more detail in the clothing and hair. I'm not sure how to explain it, but I can put together a simple tutorial for you if you'd like. As for shading and lighting, I can't explain those things in words so I'll have to do step by step drawings to explain it. I've been self teaching on drawing for about four to five years now, so I can help out with a majority of the things.
