Phineas, the baloon guy

I have Gotten Phineas 3 days in a row, which is the most times i've ever seen him.

I got him Monday, Tuesday, and again Today! Even though I heard that he only comes to the city when it's sunny outside it was snowing all three days.
Idk i just thought it was kinda cool!

How often do you guys see him?
