So I've been playing through my old Crystal version one last time before I retire the game cartridge after this year. But I am having the WORST time of my life trying to simply weaken and catch wild Pokemon. I'm short on money, I can't keep buying pokeballs because there is literally no other way to make more money. I really don't understand it!!? Its easier in XY and ORAS...but in Crystal Version it's damn near impossible to keep your team all at the same levels. I'm WAY underleveled and there is no way to fix this. Even training with type matchups is extremely hard and tedious. Sigh, Now I see why Nintendo made this situation 99% easier. Its **** like this that would make anyone throw a tantrum.

UPDATE

It will take me months to train my team up to level 30. At this rate I will never beat Whitney. I'm afraid I'm gonna have to restart my game to train some better type matchups.

Whitney is a very overrated Gym Leader, she isn't really that hard.

Go to the Goldenrod City Department Store and speak with the trainer who is willing to trade a Machop for a Drowzee. That way you'll have a Fighting type that can take out Whtiney's Pokemon with ease, as it learns Karate Chop at level 13 (I could be wrong, but I also believe the Nidoran line, found on Route 35, learns double kick, another fighting type move to help you out if you need the extra Pokemon, but Machop should be enough).
If you're still struggling, catching a Rock type like Geodude (found in Dark Cave), or an Onix (found by trading a Bellsprout to a boy in Violet City) - being Rock types they only take half damage to Whitney's Normal type attacks, making the fight a lot easier.

Stall her out by using Rock types to take less damage from her Normal attacks (basically Miltank's rollout) and then once your rock types have been defeated, throw in Machop to finish it off.

whitney was the bane of my childhood
stomp gives me ptsd nightmares and you would almost have it dead and then BAM
milk drink

i actually feel really bad for saying this, but i once did a no-pokemart-one-heal-per-pokemon-center run of crystal and it was hell
my highest level after beating red was suicune at 52, my lowest being a magmar (43) i caught at mt. silver solely for beating red's venusaur with second lowest being 44 with a graveler also caught at mt. silver solely for red's pikachu
so yeah good luck, jake knows what he's talking about--machop gets karate chop at 13 with nidoranf getting double kick at 12

Yeah that Machop was a life saver back then, really needed it in order to fight Whitney since she'd steamroll the rest of my Pokemon with that Rollout.

A geodudette (female Geodude) will also be helpful. It resists stomp and rollout and Unaffected by attract.

Thank you for the helpful information. I will get that Machop. If I catch and train a Nidoran♂ will that be decent enough to beat Whiteny?

And I thought Heartgold was hard to train in! Why are Gen 2's trainer battles so under-leveled compared to other generations, Especially Gen 6?

I know right?! Like none of my team is level 20 and I'm on my way through Ilex Forest. I need to be level 30 before I even think about facing Whitney. Wish me luck, this is going to take months...literally!

I got really lucky with defeating that gym in at a lower level than her pokemon in that game. Like the others so far mentioned, Geodudette does come in handy. I've also had that Machop and a Nidoran on my team just in case if they get defeated. Plus my starter was the only one that was overleveled at that point.

No, you'd still be best off catching a Geodude to weaken her Pokemon before bringing in Nidoran.
