Is nebby the only canon occasion in pokemon history when a pokemon is regularly not kept in a pokeball?

I don't think the anime counts as canon though. Otherwise yes Ash's pikachu and several examples in the anime. But what about in-game?

Maybe I'm not understanding things correctly, but Nebby doesn't actually have an owner until you catch it, so it doesn't have any reason to be in a Pokeball up until then because it technically doesn't have an owner? It's essentially just like any other wild Pokemon, it just happens to follow you around.
 
Probably. When Bank becomes compatible, a patch with the National Dex (and hopefully some more post game) will probably get added. :)

Unlikely, imo. The National Dex was likely kept out to be less intimidating and unobtainable for newer players and the chances of them patching in more post-game content is even more severely unlikely given their track record. But I'd love to be proven wrong on both accounts!

I think that's a very logical point. It's rather a unique circumstance in the Pokemon series -- "holding" a pokemon, without actually claiming some sort of ownership. Previously we've only seen this, in a small sense, with legendaries in the story line (i.e. Xerneas/Yveltal in X/Y, and kyogre/groudon in ORAS).

But then you have to consider, what is the line? Nebby was stolen, but Lillie was effectively taking command of it and befriending it, as any trainer would any pokemon. Gladion stole Type:Null too but he keeps that in a pokeball. Lillie obviously never intended to return Nebby to [story spoiler] so I still don't see why not. Except, of course, for the story purposes of it wandering around freely, and well...not being in the bag.

Does anyone know of a super fast way to level pokemon up? I'm working on my dex and I've been looking for the best areas or methods (Like the Blissey bases in ORAS) to get pokemon to level 100 without challenge the league a billion times.
 
Pokemon league has traditionally been the best method, and as far as I can tell that remains the same in this game.

Most Pokemon out of ang other generation. What gets me is that two of them are trubbish/garbordor. Yea, they are bad designs, we get it, but people keep hating the entire Gen 5 line up in general just because of those two pokemon. Clearly there are much better pokes

Only use the Elite Four and Poni Gauntlet until you get to level 66. Leveling past that is a huge waste of time.

I know that seems like a lot of set up and grinding, but it is still better than leveling Pokemon in the E4. It took me about two days of grinding to get two 5* Rare Kitchens for 4,500 FC; but the reason why it took so long for me was because I was grinding missions instead of following the second guide I linked. Once I discovered the second guide, I was able to grind nearly 4,000 FC in 1 hour alone with just the x2 multiplier buff for Festival Plaza activities.

First Guide Observations: If you aren't good at the Battle Tree, you can also use Pokemon with the ability Pickup to get Rare Candies by farming wild battles. Higher leveled Pokemon w/ Pickup are more likely to pick rarer items and have a flat 10% chance of finding an item after battle (not running away but by actually defeating or capturing the Pokemon). I personally use a party of five unevolved Lillipup with Pickup and lead with a level 100 Magearna in the Poni Gauntlet to grind XP for the Lillipup and to get as many rare items at the same time.

Second Guide Observations: Something worth noting about saving the game in the Festival Plaza; is that if you have your game connected to the Global Link website, Game Sync will check to see if you interacted with your visitors and ruin your ability to SR the game to redo their requests for more FC. This is easily circumvented by connecting to the Internet to do a Game Sync before you fulfill visitor requests, after that you can disconnect from the Internet and you have a full hour to SR for as much FC as possible before the game tries to do another Game Sync.
 
Can anyone then explain how you register VIPs? I can't register them whether they are online, offline, or even sitting right next to me in real life.

Lillie's not a trainer, though. Gladion is. So that's probably the difference.
