My first tablet was a Hanvon...pretty much the most basic of tablets (I don't think they're even making them anymore haha), then upgraded to a Hanvon GraphicPal, currently using their Artmaster III. However I feel like that Hanvon are kind of Wacom dupes? The same kind of dupes as in makeup and such, but they've all worked perfectly and never really steered me wrong.
The only problem is that Hanvon is a Chinese company so it may be a bit more expensive to buy it from overseas...but last time I checked they were all considerably cheaper than Wacom.
Otherwise like everyone else in this post said, the Wacom Bamboo is a great tablet to start with! A general tip I would give if you're beginning to draw is to generally master pencil on paper before switching to digital as you may feel like you'll lose control somewhat, however don't let that deter you!
