Reset the clock as the mayor to about 5:58AM. Save and quit. 6AM marks a "new day" in ACNL, so the campsite may respawn a new camper. Create a new villager and check your campsite. If it's someone you want, save the new villager and convince them to move in. If it's empty (which happens more frequently than not) or it's a villager you don't want, reset the game without saving and start over.

It's a rather exhausting process, but I managed to get Diana and Merengue using this method.

To clarify - if your campsite is empty or there's a camper you don't like and want to reset, you don't need to reload the mayor and change the time back again. You can just reset and try creating a new villager again.
