Question: if a villager moves out, but someone else uses an amiibo card to try to move them back into the other person's town, can they move in? ...or would they have to go through the 16-villager cycle?

I might be kinda dumb but the question seems really convoluted to me lol.

If Sally (example) moves out of your town you either have to do the 16-villager cycle or physically scan Sally’s card yourself - you cannot adopt her from another town if you haven’t done the 16-villager cycle.

Are you wanting to adopt Apple in that same town? If she’s within the last 16 villagers to move out of your town she can’t move back.
