i love the pups! there isn't a single dog villager that i don't like
winnie and fang are awesome as well
i've never seen tucker in game before so i don't have an opinion on him
rod's a goof and i had him in wild world, i enjoyed him
vic and rhonda are ok i have very little exposure to them
flo is the only one on your list that i would say i DON'T like

Lucky! I want lots of dogs! My villagers are pretty good in my opinion, I just don't like Flo.

And Freya is awesome!

Overall, your villagers are good in my opinion.

So I'll just say I think it's fair. It seems like you want to get rid of a lot of them.
I agree, too many peppy is more annoying than fun. Everything in moderation. xD
