Why not just use that abundant supply of NMT and just cycle islands? I'm pretty sure you will stumble upon him with 400 tickets.

Because there is about 1/390 chances that he gets him and event with that, the same character can appear multiple times. It's not that worth it. Why the hate on people that are trying to get their favourite villager ?
