I know this question has probably been asked many times, but how exactly are move outs determined? The reason I ask is, in the 12 or so hours that I've been trying to cycle kitt out of my town, every other villager has asked to move at least twice; I believe poppy has asked 5 times. Statistically it seems improbable that it's just bad luck, assuming it's totally random and everyone has an equal chance of moving out. So what other factors play into it? The date from when they moved in? Your friendship level with them?

Friendship level is a factor, if they're at the top end or bottom end of the spectrum, they're more likely to move, particularly the bottom..

Other than that, as far as I know, it's all random
 
It must just be bad luck then, because I ignored her for a really long time so her friendship level must be at the bottom. And at this point it still should be at the bottom relative to the others.

Edit: haven't counted but sample size is about 50 move outs at this point, and she is the only villager who hasn't wanted to move. Gahh, she's such an eyesore too. The curse of Zanessa..

Haha I know you are and I don't blame you. It's just super frustrating. Also do you guys know if the last villager to move in is impossible to move out? That's the only thing I can think of at this point. After this many move out pings, it is statistically improbable that she hasn't even wanted to move once, assuming there isn't some other factor.
