Some advice for filling my last two villager spots.

Okay, so I currently like all of my villagers. But I'm going to let Zell and Roscoe move out.
I'm still looking for Kiki or Lolly. And I'm also still trying to find Louie for my Jock villager.
I currently have 0 Jocks on my island so I can do the campsite method to find Louie. I don't time travel so this could take weeks, months, etc.

The problem I might run into is, the most recent villager to move in will never ask to move out, right? If so, then I need to be careful with who I find next.

If I find Kiki or Lolly first, then I think I should be fine. Because then I can just wait for Louie to pop up via the campsite method.

However, if I find Louie in the campsite first, then I might be in trouble. I would have 9 villagers I want to keep. And I'll only have one chance to go searching for Kiki or Lolly via mystery islands, right? Because if I don't find either one of them, someone random will move in and then they'll never ask to move out.

So something I think I should do is. Whenever Zell or Roscoe ask to move out, I can go searching via mystery islands and find another Jock to replace them. Then Louie would have a lower chance to show up in the campsite since I'd already have a Jock villager.

Then I could keep rotating out Zell or Roscoe, whichever didn't move out, and the new Jock villager. I'll always have 2 villagers that will want to move out since the most recent one never will.

This would then give me more time and attempts to save up nook miles and search for Kiki or Lolly.

I'm sorry this is a long post. I think I'm right? Any confirmation or help would be appreciated.
