Someone's having trouble with kicking villagers out using time travel

My boyfriend has time traveled over two whole months approximately just to kick ONE villager out of his town but no luck. Not ANY SINGLE ONE OF THEM wants to move and it's been stressing him because I couldn't give him Cherry and Tangy due to his full town.

Does anyone have an idea why NOBODY IS MOVING?

-He's in September
-He has 10 villagers. His recently received one, Marshal, is adopted straight from my town making him the tenth villager after he kicked his last tenth villager.
-He's time traveled two days forward and talked to each one and there's no sign of a ping or rumor of moving.
-Not even his permas are thinking about moving!!!

This is driving us both mad, please help!
 
Is he doing large jumps at once, or one day at a time? One large jump is often only counted as one full day passed. Two days only still counts as one day.

He's doing two days per jump.

Yeah, I think it's just this weird quirk with time travel. It may be two days you're jumping, but the game considers it as only one day passed.

Edit: how FREQUENTLY does he talk to his villagers? They may not be pinging because he hasn't spoken with them in over a week.

He talks to all of them outside but only once.

Update: Turns out that he was ignorant about a new move in, and he lost Mira (oh no) and Sally (meh). So yeah, he was technically lying all this time, but he didnt know. I can’t blame him. I should’ve looked after him better. This was my fault.

Anyways thanks for your help. If you have further tips to give him, feel free.
 
Fastest method I know:
(Note: always change time in the system menu for this)
  1. skip forward 11 days
  2. start a new character
  3. play untill you see the map and if a house on there is missing
  4. if you want to be extra sure no dreamie moves out, walk around with the new character and check the houses if someone is in boxes
  5. press power and then home to go back to the home menu without saving

now:
  • if a a villager was in boxes and it was the one you want to leave: just load the game with your mayor and you can move in the new dreamie the next day
  • if a house was missign and it was the one you want to leave: change time back a few days and check again with a new character, try to find out the day they are moving to avoid unwanted move-ins (I dont think it?s possible that a new vilager plots if you haven?t loaded the game after the old plot diappeared, but just to be sure...), then load the game with your mayor around the time the villager moves out
  • if a house if missing but it?s the house of a dreamie or a dreamie is in boxes: set time back 11 days and load the game when you last saved, allow them to ping you and change their mind. Then start again from step 1.
  • if no one left: load the game with your mayor, then save and quit. Start again from step 1.

Explanation:
  • Villagers will move out 10 days after they decided to do so (which is why we TT 11 days).
  • The state of the game a new character observes is not saved unless you create a house and save with Isabelle. This doesn?t count for events that are predetermined to occur at a certain date (e.g. a specific villager leaving town)
  • The game saves who plans to leave even if the villager hasn?t told you yet, so you will get the same result every time you load the game and are thus able to check with a new character for more security.
  • If you want to be even faster, just check the map with the new character and don?t walk around. I?m very sure that no villager should decide to move out while you are gone. Based on my observation, the game should save who plans to leave only when you load with an existing character, so no one should decide to go while you are gone - so according to this logic: if someone hasn?t left after 11 days, no one will leave no matter how long you skip ahead. I cannot prove this however, so do this at your own risk. The safest method is to just check every house before you exist the game.
