I'm sure it wasnt but the reason OP is in this situation is cause people think there are CERTAIN things you need so I dont want them to think they NEED 10 villagers to achieve this.

Yeah, you definitely don't need 10 villagers. The list that I got 3-star with that I provided in an earlier post was achieved with 8 villagers.
 
i got 3 stars as soon as i had my 8th villager move in. i barely had any outdoor furniture at all let alone fences, and i definitely haven't planted 100 flowers.

i did pluck all my weeds really early on though, i'm determined to complete the greedy weeder ticket.
 
According to an article I read last night the following are REQUIRED to get a 3-Star island:
1. Place 50 fence pieces
2. Decorate with 50 pieces of furniture
3. De-weed the entire island
4. Plant 100 flowers.

I have EXACTLY 105 flowers. And according to Isabelle it's not enough!!!! Trying to unlock K.K. Slider is a ridiculous and UNNECESSARY CHORE. I'm WASTING time I could be using to play the game. This was a poor excuse of a "game play element" and K.K. Slider should be unlocked BY DEFAULT after x-amount of time passes. Especially since you can plant too many flowers and/or trees.

I'm not going to bother unlocking K.K. Slider and I suggest anyone with common sense skip trying to unlock him as well!

I feel like this is an extremely unpopular opinion and you won’t be able to unlock terraforming.

There’s a time frame too. When you first unlock the rating - you can’t get to two stars, the second day - you can’t get to three.

The third day you can get the third and even jump from 1-3.
 
It has been said by many others here so I won't labour the point. Getting 3 stars isn't that hard if you are just playing the game and improving your island incrementally. I'm not sure if it's because there are many people new to the franchise, but there seems to be a lot of rushing to get everything done at once with NH. Did we forget that this is supposed to be a chill experience?
 
I played the game normally and unlocked it as soon as was possible. It’s not that hard. I had 8 villagers a lot of flowers spread out and fences And furniture outside. Just don’t focus on it. In the past games I tried for perfect town and would drive myself crazy with it. In new leaf I didn’t try and seemed to get it easily. Just play the game and you will get it.
 
Don't know if this will help but I did the following when I got three stars:
-Weeded the flat part of my island and left the terraced parts "natural".
-Built five bridges
-Built 1 incline
-Planted probably less than 50 flowers
-Had 10 villagers
-I placed some random items near my house and about five or six things near Nook's,the plaza and the museum

I think having six infrastructure items built is what got me to three stars because I don't think I really did that much else.
 
In case it helps anyone.... from my experience, to get 3 stars I found that the most important thing is having villagers (or at least putting plots down.) Even empty plots help. You don't need a ton of fencing... I think I put 20 down. And then outdoor furniture... I didn't put a lot, but decorated a few villager houses, my house, and put up a lighthouse. I would say this is the second most important thing... decorate. I pulled up some of the weeds, but not much. I still have tons. I planted flowers, but again, not a whole lot. I did have three bridges, so that may have helped a bit, but even with the three bridges, I had one star until I put plots down and decorated.
 
I didn't put down any fencing till after 3 stars. So it's definitely not accurate.
I heard some built their 3rd bridge and got it and that might have been true in my case...I built a third bridge and had one in the process of being removed after and I can't remember if that was when the 3 star happened (but it probably was). Also had 1 incline built.
 
Number of villagers? I was stuck at 2-stars for 2 days despite having double to even triple of what you've listed. As soon as I got an 8th villager, and 1x slope, I jumped to 4-star.
 
I just got all 10 villagers, planted a crapton of flowers and put all my furniture, fish etc outside without caring if it looked nice, then after I got the 3 star I just went and picked it all up. I'm trying to get the 5 star island now and its ridiculously hard
 
I had about 80 fences placed, 1 bridge constructed (so a total of 2 bridges including the tutorial one), 100 or less flowers, little to no weeds on the island and maybe like 50 furniture placed?? The most important factor seems to be the time passed and quantity of villagers though. I had 8 with a 9th plot sold and it only ever rose by 1 star per day. (Just my experience!)
 
I didn’t have to do that at all to get my 3 stars, I’m sorry you’ve had so much trouble! I only planted a couple starter flowers and I just used the one “free” stack of fence. I also put fossils down for “decoration” and then had at least 8 or 9 villagers and I got my 3 stars. After I earned my stars I tore down everything I didn’t want outside!
 
How many villagers do you have? You'll be stuck at 2* if you don't have 10 villagers, heck you need 8 villagers to even get 2*
No because I was stuck at 2 until my 8th villager moved in.

idk why there is so much misinformation about this.

OP, just focus on raising your population and have at least one bridge and incline and put as many furniture as you can outside.

if your naturally playing the game you shouldn’t have any problem doing that.

I wouldn’t worry about trees and flowers. And just use the fences Tom Nook gives you. That should be enough.
 
How long have you been attempting to get 3 stars? It's not something that's possible to do in just one day. I believe it takes at least 3 days, regardless of the decorating you do. Sounds like you need to take a break for a little bit. It's no fun when you are super stressed out like this.
