[spoilers] I Am DONE!!!!

I got 3 stars today after Diana moved in. All I needed were 8 villagers, I have a couple furniture and a couple fences, and flowers here and there. I don't think it's hard at all.
 
I think the article you read was incorrect about the requirements. I barely have any furniture outside and maybe about ~30 fences, and I got to 3 stars without even trying to do so. I'm not sure what the actual requirements are, but my town currently has- a ton of flowers, 10 villagers, 3 bridges, 1 incline, and 0 weeds. Again, I do not know which of those things may be factors in the rating, just listed them for the sake of it.
 
What I needed to achieve five stars:
- Three inclines
- Five bridges
- 400 fences
- So much furniture, that my town was difficult to move around. I placed over 100 DIY items, 30 Nook Mile items and 65 Nooks Cranny Items.
- At least 200+ flowers, all spread across the town.

Some Tips to help you improve your rating:
1.
The whole town has to be 'evenly spread' to get to five stars. You need to distribute your furniture and flowers evenly across the entire map. I also had to plant more fruit trees (after having to cut them down out of necessity to add more furniture to a certain problem area.) Based on my experience, this also includes the beach as I placed furniture there and it helped. I'd recommend a beach towel set if you can get that furnishing, as it's only 380 bells and you can buy up a good quantity of them to spread out for a relatively low cost.

2. I'd suggest just biting down and persisting to get the five star rating ASAP and then cleaning up your town afterwards and letting it drop. It's very difficult to maintain a 5-star town because the map isn't as big as you think and the amount of stuff you have to cram into it to get that rating makes it hard to move around. It isn't worth cleaning up after three or four stars and then trying to cram later to get to five after you've already done major landscaping; because it'll absolutely ruin your landscaping and render it a huge waste of time as you'll end up un-doing much of it.

3. It's the quantity that matters, not the quality. There's absolutely no difference between DIYs, Nook Mile items and furnishings in terms of value for money. More expensive furniture doesn't drive up the rating faster or mean you need less pieces overall. My recommendation is to spam campfires or hay beds, cheap furniture and low-cost Nook Mile items. You can sell them later and not be out of pocket by a large amount of bells.

4. Flowers matter and so do trees. Spread them as evenly as you can. Having one area designated as an orchard and another designated as a flower garden won't work. They need to have an even distribution. You can replant them later. Hybrids don't seem to make any difference, nor do non-native fruit trees or bamboo etc.

5. Isabelle will frustrate you. The first time she told me it was fences, the second it was trees, the third it was the fences again. She will keep going back to things you think have been fixed because she stopped mentioning them before. This usually means that the distribution is not correct and one area is lacking. Try to divide your map up into grids and designate a set amount of things per grid. It's not an exact science, but it can be helpful in planning.
 
I got 3 star with Zero fencing. I did get three star when I had my eighth villager move in.

All my weeds were picked up, and I did have a few craftable items displayed (like under 20), but that was it.
 
Yeah, that list is inaccurate. There are so many different factors that go into it that everyone will unlock it with different qualifications.

I suggest just inviting all of the villagers, de-weeding a bit, and making sure your town looks clean. Without a doubt, you’ll get it easy.

I reached five stars yesterday, but with even less stuff than that (in some areas):
  • 2 inclines
  • 3 bridges
  • Around 208 fences or so
  • I'm not sure how many items I've placed all around town yesterday, but it wasn't difficult to move around at all. There was still plenty of space to move freely. I took the time to run around and count all the ones I currently have placed as best as I could and there were around 204 (or a bit less) items around my island. Most of them were crafted, about 30 or so were purchased/non-craftable (ie. Nook's Cranny, Nook Shopping, gifted by villagers), 6 were fish/bugs, and only 5 of them were Nook Miles items (A lighthouse, phone box, utility pole, drink machine, and snack machine; 1 of each).
  • I had around 315 flowers, more or less
I found a reddit post yesterday that said that, unlike previous games, tree distribution doesn't matter at all. You just need to make sure you have exactly 220 or less, as any more than that will make Isabelle tell you that there's an overabundance of them. I kept chopping my trees until I hit that number and it worked. The same can probably be said about flowers as I didn't have them evenly distributed either; most of them were on or near the south and west beaches, which is basically a giant L with gaps.
 
the list is definitely not right, i only had like 30 fencing put out and not a ton of flowers (60ish?). i had 8 villagers, no weeds, and some furniture outside! ask isabelle for feedback and take your time - unlocking k.k. opens the game up quite a bit !!
 
I got 3 stars on the 3rd morning morning. (after unlocking the ranking system, I had 1 star on day 1, 2 stars on day 2, and 3 stars day 3.) My 8th villager had just moved in and was unpacking her boxes. I had around 70 flowers, 20 decorations, I still had weeds throughout my town (not a LOT but there was a good handful scattered around still). I had maybe 5 pieces of fencing out. I had 2 bridges and 1 incline.
 
my town is full of weeds and theres crap all over the ground but I still got 3 stars without trying
 
I have 0 inclines, 2 bridges, didn't plant very many flowers over whatever my default was (maybe 20?), used up whatever the fence pack was that Tom Nook gives you and made 30 more fences (did not use all of them), and placed a bunch of furniture. I have 9 villagers. That's how I got up to 3*.

In other words, I don't think anyone has still figured out the bare minimums required to get to 3*.

Edit: Oh, I do also have zero weeds, but have misc trash laying around because husband is STILL trying to catch a fly.
 
bridges and villagers are most important. i have 0 furniture, maybe 100-200 flowers, and like 10 trees. 10 villagers, 9 bridges/inclines

I thought the 10 villagers and 5 star ranking (I didn’t look it up online) was needed to unlock KK. I figured I had at least 3-4 more days to get them when I was at 7 villagers and 2 stars. The very next morning Isabelle announced KK was coming and when I checked my rating I had suddenly jumped to 4. I was so shocked after I got terraforming I ran around in circles and had my mind go blank on all my plans so I had to sleep on it lol.

I only had:

8 villagers (this is what really threw me off)
Quite a few outdoor decorations
40-50 fences
2 bridges
2 inclines
50ish flowers
And I cleaned up my weeds
 
I don't like the fences at all, because I feel they are a poor replacement for bushes.

I don't care if I never get K.K.

I will take your advice when I start playing.
 
I unlocked him accidentally and was actually surprised as I thought it would take way more effort.
Wasn't even trying - just decorated and expanded my house to 4 rooms, planted some flowers, changed my Island flag and tune (not sure if that's necessary but I unlocked a Nook Miles achievement for it), invited more villagers... tada!
