I highly doubt it.

two things.

A) The gentlemen's agreement applies to nothing other than hacking, time traveling, or associating with those who do that, messsing with people's towns is included nowhwere in the agreement.

B)I highly doubt he did anything that bad, Storm isnt the type, worst thing was probably digging holes around you or something, if even that, harmless pranks.
