This is regarding the insane policeman: What exactly does it mean that the inspection will come back the opposite?

Sorry, I've read over it a few times and can't figure it out~

For example, if the inspected person is Mafia, the inspection will come back as Town.

Are you asking if:
1) Framer Frames an Innocent Townie
2) Insane Cop inspects Townie

The Townie would come back as Town since Insane Cop inspections come back opposite.
