well it is a 3-D version of Magus from Chrono Trigger Resurection which is a canceled project that some fans of the original game were making (sqaure made them stop



:'( ).... the reason it looks like DBZ is because in the PS version of CT there were scenes made by the guy who draws DBZ, so the now 3-d characters still resemble those
