Okay, I went back two pages and didn't see anything like this for months back, so figured it'd be okay.
You know those couple neighbors that you cannot bear to let leave? There is a legit way to lock them in using an in-game cheat. They will never even pack up ever again! It's 100%. I typed up a long version on my ACWW blog here, but here's the basics:
1. Play as a second character for a while, talking to one of the neighbors you want to lock in.
2. When they ask you to deliver a package/letter to another neighbor you want to keep, accept the errand but do not deliver it.
3. Congrats, you just locked in both of those neighbors!
As long as you never discuss the errand with them, the lock-in will stay in effect. They'll never pack up or get sick. If you talk to them, it will undo the lock-in, so it's best to use a second character that you never play with for this, and have him always avoid those two characters from now on.
In my personal experience, I've been able to lock in two sets of neighbors, so half of my town! Dotty/Teddy and Bob/Elvis. It's been a year and a half and not one of them ever even attempted to move.
Now I've tried to lock in another set of neighbors on the second character, but the remaining four animals never, ever asked me to do errands anymore. I made a third character to try it with, but they never gave her any errands either. So in my experience, the most you can lock in is four animals.
