Yup, as long as you started with a new character that day and didn't play as mayor, you're doing it right.

It's not though, because when we see someone giving a villager away, some of us remember who's been looking for it and respond by pointing that person in their direction or even asking in their stead. If you post a lot that you're looking for someone, people will remember! Also I've seen (and also done this myself) where people will post 'looking for ______' and someone will respond 'oh I have them, want me to reserve them?'
True that it doesn't always happen, and maybe not even often, but I'd hardly call it ineffective.

The most important part is not loading your village with your mayor character or any other character that already exists. Logging in as mayor and having Isabelle change the date counts as loading the town with your mayor character--even if you exit and then create a new character. To make sure you're really fresh, log in as Mayor but have Isabelle change the date one day ahead and have her set the time for 5:58 in the morning. When she adjusts the date and time for you, have her load your town. Then when you see your mayor character standing in front of your house. Save and exit--don't do anything else. Save and exit, that's all.
Once you're back at the game's title screen, wait two minutes to make sure the game rolls over to the next day (keep in mind, days don't start at midnight, they start at 6AM) and then start a new save file and go through the Rover train sequence. It's a new, untouched day, with a new character. Check for a tent and a favorable camper. If you don't like what you see, just quit without saving and go back to the title screen and start again with a new game save. So long as you're sure you haven't loaded the town with any existing character on any given day, you can quit and repeat many times as you want.
As someone mentioned, some days are more favorable for campers than others.

So, I literally dreamed of my town last night. It was awesome. I think I dreamed Whitney moving in six different times. Also I remember Cliff diving and scaring Rosie while doing it. Unfortunately, I don't remember much else, but one thing is certain.
I really, really want Whitney.
