Yeah, you just need to have 16 people move out basically. It'll force Chrissy out of your temporary data that holds moved out peeps (aka how they show up in main st and remember you when they see you from other towns) since 16 is the max it can hold. THIS IS A VERY GENERAL WAY OF SAYING THIS so I might not have the details exactly right, but that's the basic gist.
