No, if you have a spot available, then make a new character and if you don't get the villager you want, just quit the game and start over.
And if you're like me and don't have a spare character slot, just pray 
Anyway, just remember people can like an dislike who they choose. Personally, I'm not a big fan of most of the cats and the only one that I think is okay is Lolly--but I know lots of people like them and infact, 2 of my friends and my boyfriend all have Ankha as a dream villager XD

it's kinda hard to understand (sorry
)currently i have 8 villagers in my town. So if i make a new character, does a fenced area automatically (new villager) will appear?
because from what i read i think TT-ing is not recommended ._.

The new villager thread section will be great to clean up Re-Tail! I wonder what's holding them back... lol Really, I've got no clue what goes into making a forum, so they could be doing this rather quickly for all I know.
