Take a look at this amiibo chart published on Nintendo's Website. It's pretty clear that all Animal Crossing: New Leaf + the Welcome amiibo characters are back in Animal Crossing: New Horizons, but with a few exceptions.
  • Sanrio characters did not make the cut (might be added later on).
  • Non-canon Nintendo-related villagers that were invited by scanning Zelda, Mario, Splatoon amiibos (Ganon, Medhli, Wolf Link, Nene, Cece, etc.) amiibos are not back either.

I'm kind of glad the Nintendo crossover characters are not coming back (and hence are not canon). They felt out of place, weird, gimicky.
 
It's going to be really hard to stop myself from buying Amiibo/cards for this game... :(

So the figurines will be available as part of the Photo Studio, but nothing else. That seems to be something I will only do if I absolutely have to.
 
Glad to get confirmation on using the welcome amiibo cards!

I agree that they may add sanrio villagers in the future (since it looks like you can get photos of them?) which could suggest a re release for the amiibo cards alongside that. For now it makes not owning them slightly less painful! :p

Figurines are only non-villagers, anyways. This means they can't move into your town by scanning them, but you can still get them to the Photo Studio or get a poster of them.

Hopefully we'll see Sanrio and other series Amiibo villagers re-introduced later on down the line! Maybe with some new additions too! :3
 
At least we will be able to get the posters with the Sanrio and Amiibo villagers! The posters make me hope that we still have exhibit rooms in the museum. I would totally make a villager poster room with the special ones.
 
I'm gonna be kinda salty if they never add in the Sanrio, and all the LoZ/Splatoon/MH villagers...

But *sigh* it is what it is.

I'm guessing you're just saying NPCs can't be invited to the campsite, but I wasn't sure.

Definitely glad that I bought the entire Animal Crossing Amiibo figure set when they were $5 or less each... lol I'm truly excited that they are bringing back Amiibo support along with the other mind-blowing features this new game is going to offer. With Amiibo support, the possibilities in this game will be practically limitless!

It means normal villagers (like Flurry, Bob, etc.) and not special service characters like Isabelle, Tom Nook, Leif, Pave or DJ KK.

Yes alright, that's what I eventually figured haha

At first I thought you meant that the card villagers could only be invited to the campsite, but not to stay stay on the Island like other campers can.
(Despite planning to get most villagers "naturally", I was disappointed for a moment when I thought I misunderstood the card functionality)

NOT EDIT: I was going to edit out the second “stay”, but tbh, “stay stay on the Island” brings across the point even better xD

I?m super excited for this! The implication is that we can invite them to the campsite, which means we can ask them to move in!! I?m super excited since I already have a few of my favorite villagers
