Keep doing 2 days forward, 2 days back. If it is not working get 100% approval.

That's not true, I've gotten villagers to move on a file that I never payed off my first loan on.

I usually just do favors for the villagers.
It adds up pretty quick.

That'd be kind of hard when I'm trying to avoid them to get them to move out lol

Getting them to like you doesn't really hurt them moving out that much.
Friended villagers have about the same chance as ignored villagers, especially when TTing.
Most people prefer to have friendship up, so they get the ping.
