You should try this:
Choose one person to talk to at least, that way you know when someone is moving out because they don't necessarily ping you. But even the ones you always talk to will occasionally ask to move. Anyways, if you have less than 9 villagers no one will move. You'll have to TT forward like 2-3 days until someone new moves in. Then, the day the new villager moves in (in boxes), TT forward 3 days. And someone should ping to move out, OR if it's a villager you've been ignoring they probably won't ping you so talk to one of your faves to find out. But some times, just in case, the day that someone new moves in - walk around town and talk to your fave to check if anyone's moving before TT-ing forward 3 days.. because that's what happened to me just now. Beau moved in, he's in boxes, I walk out and Maple pings me that she wants to move.
