Tips for a peaceful garden/courtyard room?

I'd like to make the main room in my mayor's home a peaceful garden/courtyard, and I'd like some help designing it.
I'm thinking I should have blue lighting and items with running water (ex. Manniken Pis, Merlion, etc.).
Does anyone have any other tips on what to add or how to place things? Thank you.
