I believe TTing backwards only counts as one day
I TTed 3 months once and they never said anything like "Oh you have been gone so long!"

No. You can just TT to the day after Naomi moves out, pick up Static. Save TT back to present day and if you want to reset plot his house then go ahead. But it'll be fine. When you have someon moving out/in no one else does. That's what I noticed.

IF you're too worried you should just TT one day at a time since it's just 2 days away.

Nope. Once they're gone (house is gone, not them in boxes), you can't get them back until you cycle 16 villagers.
