I am back in the game after not plalying for 6 months and have started over so I am a little rusty. I have seen a few farms on youtube that have turnips laying on the ground like they are crops on tilled soil. My question is don't these turnips rot after a week? If there is a way to have them nice and white there permanently I would love that.

The farms you saw were most likely aesthetic turnip storage. Like, people buy their turnips on Sunday and then plop them there until they sell them. Then repeat the process next Sunday. There’s no way to permanently have good turnips, they’re always gonna rot after a week.
 
Nope this is impossible
The only way to do this is buy more each week to replace to rotten ones

They will always rot after a week and if you time travel back to earlier that week they will rot immediately
 
Sitting on top of the ground will also (negatively) affect your island rating. I have a turnip patch and always bury mine, this does not affect your rating.
 
If you want to make a decorative farm, you might try using custom patterns on the ground to look like vegetables growing or something like that. Or maybe white pumpkins, if you want something that's sort of similar to fresh turnips.
