I got it yesterday, but I'm saving it for if I want to TT, or something like that,

You find Whisp around 8:00 PM on the day you found the lamp.

Here's the way Wisp works.
First, he only appears on the day when you find the empty lamp. Keeping a collection of them won't really do you any good. Wait until after dark (or TT until that time... lol I couldn't wait so I TT'ed to 8pm but it's probably better to wait) and go to the corners of your town. The location is a random corner, but just walk from corner to corner until you hear a voice. After you have a conversation with this disembodied voice, and let them know that you found their lamp, they will tell you to go home and go to your attic to be granted a wish.
The wishes he can grant are the following:
Weed! - which removes all the weeds in your town.
Smash roaches! - which kills all the cockroaches in town.
Give me stuff! - he... uhh... gives you stuff. Duh.
Meh, I'm good! - he hangs around haunting your attic until you're ready to make a wish.
This last option is what you should be doing if you want to wait until later to make a wish, not keep the lamps in your house.
