Villager Cycling?

So I was told that 16 villagers have to move before the first one that moved appears in your high street. Now, I've had 4 residents move (Lucha, Dora, Beau, Frita) and Lucha was the first to move. He is now appearing in my high street (which at first made me run straight back into town as I HATED him) so is the 16 resident thing true? Or is it the amount of time they've moved and then not found a new town or something like that.

It sounds like you're confusing two different things. Once four villagers move, you'll start to see your old town residents in your Main Street area. Once they cycle off Main Street, you can get that villager again. As an example: If you had Shari and she moved, four move-outs later, Shari will start to appear on Main Street. Once enough villagers have moved out of your town, you can get Shari as a villager again since the game will have "forgotten" you ever had her in the first place. That's where the 16 villager cycle comes in--the game remembers 16 villagers. You have to cycle through them in order to be able to get a villager you used to have to move back into town.
